Voluntary Humanitarian Return Operations Officer-International

OVERVIEW OF THE POSITION

Under the overall supervision of the Senior Program Coordinator and the direct supervision of the Operations Officer (Movement), with technical guidance from the Regional Migrant Assistance Specialist at the Regional Office in Cairo and the technical assistant from the Department of Emergency (DoE) in Geneva when needed, the successful candidate will support IOM’s Voluntary Humanitarian Return and reintegration assistance (VHR) activities. 

 

GENERAL FUNCTIONS 

Role objective: 

She/he will provide support in all AVR/ humanitarian return projects and/or components under different projects.

Expected output: 

Collaborate with stakeholders in carrying out all financial, administrative and technical aspects of VHR components of all IOM Libya projects, in line with IOM’s policies and procedures and donor requirements.

Coordinate timely implementation of VHR projects activities. Periodically assess and revise movement strategies in coordination with support staff and the Operations Coordinator.

Supervise and coordinate screening and assistance of the VHR beneficiaries in close coordination with colleagues in the operations unit and where needed, the regional counter-trafficking unit.

Support coordination with government entities, embassies, implementing partners, UN agencies, and other stakeholders in the VHR projects’ target countries.

Ensure synergy between VHR projects and other IOM direct assistance projects in order to guarantee comprehensive assistance to vulnerable cases.

Ensure communication and visibility for VHR projects components.

Represent IOM in events, meetings, and training's, and with civil society organizations, NGOs, embassies and all other relevant stakeholders with the aim to promote VHR activities and disseminate results.

Maintain an updated record of cases and files for the VHR project, ensuring the confidentiality of the data.

Undertake project reporting and support information exchange on all operational aspects of the VHR projects’ components between IOM, donors and other stakeholders.

Coordinate with the Field Security Officer on security issues related to operational activities affecting IOM staff or returnees.

Supervise the coordination of VHR activities in the field inside Libya.

Ensure direct monitoring of projects activities

Conduct regular field visits to the project sites.

Perform such other duties as may be assigned.


Project reporting: 

This role reports to the Senior Program Coordinator.

Team management: 

This role does have team management responsibility.

 

ESSENTIAL EXPERIENCE

Education:

§   Master's degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution and/or Bachelor's degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with four years of relevant professional experience..


Work experience:

§   Minimum of 4 years of demonstrable relevant Programme & Project Management experience.

 

Geographical experience:

§  Minimum of 2 years of experience in Europe and/or Middle East with local experience in Tripoli is an advantage.


Languages:

§   Fluency in English (essential) , Arabic (desirable) and French (desirable)


Key competencies:

Experience in the field of migrants’ assistance with a government or UN agency, or a regional or international organization in the Middle East and/or North Africa.

Experience in project administration.

Experience in writing and editing informational materials and reports.

Knowledge of social and development issues as well as general migration related issues.

Good knowledge of project development, administration and evaluation concepts and procedures.
