Senior Human Resources Manager

On behalf of an Oil & Gas company we are seeking a Senior Human Resources Manager

Job function

  • The position of the Human Resources Manager exits
  • to initiate and provide communication and co-ordination inbetween the Company
  • to assist/provide superior positions and the Expatriates/Nationals with the advise personnel related matters
  • to ensure that all such activities are in concurrence with the applicable procedures and guidelines as well as with the Company’s interests and needs in compliance with applicable laws and regulations
  • to take the responsibility for all Human Resources issues (Nationals/Expatriates, Local Expatriates, Contractor staff etc…)
  • to require absolute confidentiality and considerable diplomacy in order to accomplish all objectives and responsibilities
  • to plan, direct, coordinate and follow-up all HR activities in the Libyan Branch
  • to plan, advise, design and maintain strategies for development projects


1. Initiate assistance in personnel matters and liase between GM and all staff members

2. Assist the company in obtaining and supplying informations on policies, developments concerning the Expatriate/National Personnel affairs and planning

3. Assist GM in providing the Company with suitable expatriates seconded from Head Office and employing local expatriates

4. Perform special tasks as assigned by GM whenever required (e.g. review/update guidelines)

5. Initiate & perform on yearly basis work permit approvals for Expatriates (Immigration, Labour, Tax Authorities and NOC)

6. Responsible for the following:

  • Expatriate rules & regulations and proper application of the guidelines
  • German & Libyan personal taxation issues, reports, discussions and clarifications for Expatriates
  • National Employment Handbook and its correct application
  • Individual & general salary definitions and applications to GM and Head Office for all National Staff
  • Job Grade evaluations and principles
  • Yearly Hay surveys for National employees (reports, interpretation, analysis, commenting, conclusions, discussions and recommendations for salary increases and adjustments)
  • National payroll system
  • Integration of a suitable payroll software
  • Correctness of personal accounts for Expatriates & Nationals
  • Expatriate ticket accounts
  • Social Allowance definitions and applications (including analysis, reports)
  • Local benefits for Expatriates and Nationals
  • Overtime allowances calculations and applications
  • Housing Allowances for Expatriates
  • Any other Human Related business

7. Supervises the Expatriate & National Personnel as well HR Relations

8. Supervise/train the Personnel staff in the day-to-day function activities

9. Establish and maintain solid working relationships with expatriates/nationals and third parties

10. Prepare, negotiate and execute contracts (employment/international assignments)

11. Maintain contract filing system and / or database

12. Advice expatriates/nationals on all matters related to their assignment / secondment / employment, entitlements and obligations in line with Company policies and procedures

13. Manage/approve reconciliation of final leave for cost recovery purposes

14. Control and approve monthly payments related to Nationals & Expatriates in addition co-ordinate with Finance Department on payment matters as required

15. Responsible for recruitment of Expatriate & National staff

16. Initiates yearly and mid range staff forecast in liaison with Department Managers


  • University Degree or related Diploma
  • Experience preferably in the oil & gas industry (10 years)
  • Excellent spoken/written English. German as a second language requested
  • Computer skills and MS Office knowledge
  • Ability to work independently with little or no supervision and be proactive in work
  • Require absolute confidentiality and considerable diplomacy in order to accomplish all objectives and responsibilities
  • Libyan nationality required
