Description

  •  ACTED (Agency for Technical Cooperation and Development), an International humanitarian, nonprofitable and nongovernmental organization, is looking for highly qualified national staff for the following vacant position:
  • Position: Project Assistant QIPs.
  • Department: Program.
  • Gender: Any.
  • Contract duration: 4 months.
  • Location: Benghazi.
  • Starting date: September 2017.
  • Closing date: 05-10-2017.

 

Position profile

Background of the mission

ACTED/CIL is developing projects to support the recovery process of Benghazi after the conflict. More specifically, ACTED is supporting the return of IDP’s in Benghazi through the implementation of quick impact projects (QIPs). These projects will be implemented in the areas that had witnessed conflict, covering the priority needs of returnees in these districts.

Assignment

Under the direct supervision of the LASDR Project Manager in Benghazi, the Projects Coordinator Local Governance in Tunis and the overall supervision of the CIL Director, the Project Assistant QIPs will be mainly involved in assisting with the implementation and management of Quick Impact Projects (QIPs). More specifically, he/she will be also be responsible for assisting in identifying QIPs, designing QIPs and following up quality of the work by selected sub-contractors.

 

 

Responsibilities:

For the activities he/she is mainly in charge of assisting the Project Manager with the implementation and management of Quick Impact Projects in Benghazi: 

1. Project Cycle Management

-           Assist implementation of activities related to the Quick Impact Projects:

Assist in the planning and follow-up of activities related to the Quick Impact Projects.

Assist in liaising with all internal and external counterparts of the project;

Assist in assessing the activities undertaken and ensure efficient use of resources;

-           Assist project reporting requirements:

Assist in drafting of PMF/narrative reports and contribute to the development of financial reports through regular budgetary follow up;

Assist in ensuring adherence to FLAT procedures.

The project assistant could also be requested to provide assistance for the implementation of sub-grants to local CSO’s as part of other projects implemented by ACTED in Libya.

 

2. Provide Relevant Technical Expertise 

-           Assist in ensuring that technical quality and standards are considered during QIP implementation: 

Assist in identifying the QIPs along with local authorities (Municipality, Libaid…)

Assist in technical design of QIPs;

Assist in collecting technical information and analyse associated opportunities and risks;

Assist in identifying relevant technical partners for implementing QIPs

-           Assist in undertaking quality control, along with AMEU team:

Assist in analysing technical added-value and project impact;

Assist in setting up technical evaluation exercises during and following implementation.

3. Identify Best Practices and Lessons Learned

Assist in collecting information and tools employed for project implementation;

Assist in drafting memos detailing lessons learned and best practices identified during the project, especially in the QIPs activities;
Qualifications:
  

§   - Education: Bachelor’s degree in civil engineering and/or construction and public work

§   - At least 2 years of field experience in assisting project management and site supervision

§   - Familiarity with the aid system, and ability to understand donor and governmental requirement

§   - Excellent communication and drafting skills;

       - Being a strong team player and adept at creating a strong team spirit;

       - Ability to organize and plan his work effectively;

       - Ability to work with culturally diverse groups of people;

       - Ability to travel and work in difficult conditions and under pressure;

       - Working knowledge of English is required.
