Overview of position UNDP is the UN global development network. It advocates for change and connects countries to knowledge, experience and resources to help people build a better life. 
In accordance with its mandate under United Nations Security Council Resolution 2213 (2015), the UNSMIL has been actively engaged in efforts to mediate a peaceful resolution to Libya's political and institutional crisis and bring an end to the armed conflict. Through a joint project, UNDP is working with UNSMIL to support transitional justice initiatives in Libya. 

The Support to Transitional Justice and Reconciliation at the Local and National Levels in Libya is a 2-year project that aims to facilitate dialogue between different parties in localized disputes and to work with the parties to identify a way to develop capacities for conflict resolution, establish transitional processes to deal with past violations and develop plans to enhance community security. The project will support key actors at the local and national levels to: 
- Continue dialogue processes on transitional justice and return of IDPs. 
- Develop strategies and plans to support transitional justice measures. 
- Support inclusive community safety and security planning. 

The project has begun with the Misrata and Tawergha dialogue and will aim to replicate the approach in other communities through the course of 2017. The Libyan state has primary responsibility in implementing a robust transitional justice process that includes reparation for victims. However, the international community should now contribute to the process by encouraging the parties to agree on symbolic processes for settling these disputes. In the Misrata/Tawergha context both communities have acknowledged the importance of collective and symbolic reparation as a way of moving forward in resolving their conflict. They have also identified the establishment of psycho-social support centers for both communities in the spirit of a symbolic reparation project as an essential element of on-going dialogue process between the two communities and in resolving their disputes. 

The project requires now the services of a National Consultant with background in humanitarian studies, psychology, sociology or any relevant studies to support the separately recruited International Psycho-Social Expert to map the needs of the Tawergha community for the establishment of a psycho-social support center in Tawergha or alternative solution based on the needs of the stakeholders as well as international best practice.
Role objectives The overall objective of the National Consultant is to support an international consultant in executing his task working closely with the joint committee in preparing a proposal for the establishment of a psycho social support center.
Expected output Under the direct supervision of the Director of the Human Tights, Transitional Justice and Rule of Law Division of UNSMIL and in coordination with the Project Manager.Tthe National Consult will undertake the following tasks: 
Required tasks in support of the International Psycho-Social Expert: 
- Map requirements for the new respective family care center or alternative solution including the number of potential beneficiaries. 
- Identify priority activities that the respective family care center needs or alternative solution to provide. 
- Identify gaps and training needs for the respective community. 
- Activities include the conduct of focus group discussions for Tawerghans with adults from both sex and children from both sex and different ages and in in-depth interviews with adults from both sex and children from both sex and different ages (8 to 18). 
- Arrange meetings with local NGOs and/or psycho social service providers for Tawergha community to identify their services and provided support to the community.
Project reporting This role with work under the direct supervision of the Director of the Human Tights, Transitional Justice and Rule of Law Division of UNSMIL and in coordination with the Project Manager.
Key competencies Education/Experience/Languages: 
Bachelor Degree in Humanitarian Studies, Psychology, Sociology or any relevant studies, with at least 2 years’ experience in the areas of research, social science, psycho-social support, conflict resolutions, transitional justice, human rights or related fields, or at least 5-9 years of relevant work experience in case of no university degree. 
A good understanding of the issues related psycho-social support, transitional justice, human rights or knowledge in child protection and different violence issues. 
Experience in conducting focus group discussions or in-depth interviews in asset but no condition. 
Fluency in Arabic required, good knowledge of English an asset but no condition.
