GENERAL FUNCTIONS

Role objective:

Context:

 

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Porgramme Manager and in coordination with the Migration Health Coordinator in IOM Libya, the successful candidate is responsible and accountable for assisting the development, coordination and implementation of migration health projects based on identified priorities and needs outlined by the IOM Libya Mission and the Libyan Strategic Response Plan.

 

Expected output:

1. Identify new project opportunities and develop project proposals on migration health including but not limited to health needs of conflict-affected populations, victims of trafficking, irregular migrants, and other mobile populations and their host communities.

 

2. Strengthen linkages between emergency health programming and longer term health development initiatives.

 

3. Support the implementation and further improvement of existing health information systems for regular monitoring and reporting on health project achievements, challenges/early warning system, and strategic needs.

 

4. Provide technical advice to other departments on the integration of health components into project proposals and on-going projects, particularly the WASH and protection programme delivery and top level indicator monitoring.

 

5. Uphold IOM’s strong partnership with the Ministry of Health, other government entities, UN agencies and cluster partners and other stakeholders, and donor community.

 

6. Support the development and maintenance of donor relations and participate in resource-mobilization activities.

 

7. Participate in field visits to detention centers in coordination with IOM implementing partners, to provide medical services to migrants.

 

8. Ensure direct monitoring of projects’ activities.

 

9. Conduct regular field visits to the project sites.

 

10. Undertake duty travel to key locations in Libya as permitted by the security situation, to conduct internal monitoring and evaluation of project activities.

 

11. Perform any other duties as may be assigned.

Reporting to the Project Manager

 

Team management:

This role doesn't require a management field

 

ESSENTIAL EXPERIENCE

Education:

§  Master's degree in in Public Health.

 

Work experience:

§  Minimum of 3 years of demonstrable relevant Migration experience.

 

Geographical experience:

§  Minimum of 3 years of experience in Africa with local experience in Tripoli, Libya is an advantage.

 

Languages:

§  Fluency in English and Arabic are essential.

Education

 

• Master’s degree in Public Health ; or

• University degree in the above field with three years of relevant professional experience

 

Experience

 

• Professional experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;

• Experience in project development and management.

• Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system;

• Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise;

• Demonstrated ability to supervise and direct staff and create team oriented environment;

• Demonstrated ability and willingness to work in difficult areas/situations; and drive for results;

• Strong level of analytical skills and computer literacy.

 

Languages

 

Fluency in English is required. Working knowledge of Arabic is an advantage.
