Libya Transition Initiative (LTI) 3 - Grants Specialist - Misrata

Background

The Libya Transition Initiative (LTI) 3 aims to support credible, responsive, and participatory governance at local and national levels. LTI 3 supports Libyan efforts to strengthen the foundations for a sustainable peace in Libya by engaging with national ministries, municipal councils, sub-municipal councils, civil society organizations, youth, media outlets, and other Libyan partners to increase civic engagement and strengthen political processes. LTI 3 works to implement quick-impact projects around Libya.

 

Purpose

The Grants Specialist (GS) plays a critical role in ensuring implementation of the project grant fund. In addition to playing a lead role in implementation, the GS also conducts research to ensure that individuals and/or organizations that may receive grant-funding are capable of implementing a proposal.

 

Reporting

The Grants Specialist reports to the Regional Program Manager.

 

Location

LTI 3 is recruiting for a grant specialist based in Misrata, Libya.

 

 

Tasks

·          Assist in the design, development, and implementation of grants to ensure the achievement of intended results and compliance with all relevant policies and procedures.

·          Assist with the analysis of grant budgets and cost estimates for reasonableness and consistency; setup the financial monitoring of grant activities; oversee the implementation of grant agreements; and manage the closeout of the grant agreement.

·          Ensure grant implementation is conducted in full compliance with all relevant requirements and donor regulations, and follow up as needed regarding grant policy guidance and interpretation.

·         Maintain complete and updated grant files in both digital and hard copy format.

·         Prepare monthly financial projections.

·         Coordinate as needed with procurement staff to ensure the timely delivery and proper reception of items procured by the project on behalf of grantees.

·         Prepare and maintain supporting grant documentation in compliance with all applicable requirements, procedures, and best practices. Supporting documentation includes but is not limited to negotiation memorandums, branding and marking plans, required certifications and assurances, vetting and reference checks, and environmental assessments. 

·         In coordination with finance and procurement staff, assess grantee capabilities related to activity implementation and advise them on how to enhance them.

·         Other duties as assigned by supervisor.

 

Qualifications

·         A Bachelor’s degree required.

·         A minimum of two years of experience in grant activity management, focused on ensuring that procurement, finance, logistics, and programmatic aspects are implemented on-time and in accordance with the specifications of the approved activity.

·         Experience with NGOs and/or community-based organizations is preferred.

·         Ability/willingness to travel throughout the country on a regular basis.

·         Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.

·         Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.

·         Ability to effectively use computer software including MS Word and Excel.

·         Fluency in both Arabic and English is required.
