OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The Stabilization Facility for Libya (SFL) aims to bridge the critical period of transition from initial period of humanitarian relief towards mid- and long-term structural and sector-specific support. It includes time-bound quick interventions at the municipal level that seek to enhance the legitimacy of the Government of National Accord (GNA) within the Libyan population through provision of concrete improvements and peace dividends at the community level through rehabilitation of critical infrastructure, building the capacity of local authorities to address the needs of their population, and enhancing local mediation and conflict resolution capacities and processes. The SFL is Libyan-led, with the Prime Minister or his representative chairing the board jointly with the Deputy Special Representative of the Secretary General, and the activities being implemented in cooperation with Libyan local authorities. The stabilization activities are guided by quick needs assessments and consultations with local authorities and other relevant local stakeholders, such as civil society organizations. The SFL will be initially limited to specific localities depending on available funding, but must be scalable to encompass the entire state territory.

 

In each municipality in which the SFL works, the Municipal authorities need to ensure that the activities the SFL undertakes, and the way they are delivered, are genuinely inclusive.  The Municipality needs to be able to manage its collaboration with the GNA, and its connections with its citizens, to ensure that SFL investments are delivered efficiently, technically soundly, and in a conflict-reducing manner.  This requires careful coordination with other initiatives in the municipality.

 

Since municipal capacity for inclusive local planning, coordination, monitoring and communication may be limited, the SFL has scope to boost capacity where required.  Such assistance should support a longer-term vision of capacity development, but will operate to the SFL timetable (not more than twelve months in a location) so will deliver instead an immediate increase in local capacity.

 

GENERAL FUNCTIONS

Role objective:

1. Development of local processes for coordination with others involved in the sectors where SFL is working in Sirte and Sebha, and assistance with their implementation;

2. Development of processes for liaison with Ministry of Planning;

3. Development of local processes for ensuring coherent communication between the SFL’s work under Output 1, work by other external partners, work by Government, and social actions (including the SFL’s local responsible partner under Output 3);

4. Development of local processes for Municipal consultation of citizens, drawing on support from SFL partners working under Output 3 and building those insights into Municipal systems.

 

Expected output:

Detailed activities include:

1. Ensures development of local processes for coordination with others involved in the sectors where SFL is working, and assistance with their implementation focusing on achievement of the following results:

·          Identification of those working in SFL sectors, including Government of Libya inputs;

·         Description of local processes for coordination among actors involve in each sector, building on Municipality fora and systems;

·         Support, advice, training and direct delivery of municipal coordination systems.

2. Ensures development of processes for liaison with Ministry of Planning, focusing on the achievement of the following results:

·         Identification of key counterparts in MoP, and preferred means of communication;

·         Development of regular liaison processes as necessary, including formats of preparatory materials and required information;

·         Support, advice, training and direct delivery of liaison system.

3. Supervises development of local processes for ensuring coherent communication between the SFL’s work under Output 1, work by other external partners, work by Government, and social actions (including the SFL’s local responsible partner under Output 3), focusing on achievement of the following results:

·         Periodic convening of communications coordination meetings including the Municipal communications Department, SFL field team, Output 3 partner, other external partners, and if possible MoP Communications Department, to agree key messages and media opportunities ahead;

·         Support, advice, training and direct delivery of Municipality coordination for communications coherence.

4. Develop local processes for Municipal consultation of citizens, drawing on support from SFL partners working under Output 3 and building those insights into Municipal systems, focusing on achievement of the following results:

·         Consultation with Output 3 responsible partners to develop Municipal systems for citizen engagement with the Municipality that reflect social peace partnership experience;

·         Support, advice, training and direct delivery of Municipal capacity to consult citizens in an inclusive manner.

3. Impact of Results

The key impact of effective coordination and liaison at Municipal level will be reduced duplication of effort, coherent support for local services, and more efficient use of investment resources.

 

The impact of closer liaison with MoP will be more efficient and coherent national planning and local implementation.

 

4. DELIVERABLES

 

Progress report including:

- Progress on needs assessment;

- Progress on action plan;

- Progress on agreed project activities;

- Challenges experiences in implementation;

- Any recommendations for follow-up or adjustment.

 

Delivery target date:

End of each month

To be approved by the Project Manager

This role doesn't require management field

 

ESSENTIAL EXPERIENCE

Education:

§  Master's degree in political science, development studies, public administration, project management, engineering or a related field.

 

Work experience:

§  Minimum of 7 years of demonstrable relevant Civil Society & NGO’s experience and/or minimum of 7 years of demonstrable relevant Public Administration experience.

 

Geographical experience:

§  Minimum of 7 years of experience in Africa with local experience in Sabha is an advantage.

 

Languages:

§  Fluency in English and Arabic are essential.

 

 

Key competencies:

EDUCATION:

 

·         An advanced degree in political science, development studies, public administration, project management, engineering or a related field. (A Bachelor degree with a minimum of seven years of experienced may be accepted.)

 

EXPERIENCE:

 

·          Minimum of five years of relevant project coordination experience with demonstrated experience of working closely with local authorities and civil society;

·         Experience of management or coordination of infrastructure project desirable;

·         Experience of working with international agencies and NGOs desirable;

Proven ability to work with multi-disciplinary teams and liaison with authorities.

·          Fluency in English and Arabic required.

 

Other relevant information:

DUTY STATION:

The Consultants will be based in Sabha , Libya, with the possibility to travel to Tunis, Tunisia for short missions (based on approval by supervisors)

PAYMENT MODALITIES:

Payment to the consultant will be made upon satisfactory completion of the above-mentioned deliverables.
