Water and Habitat Engineer in Tripoli

The International Committee of The Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.The International Committee of the Red Cross (ICRC), Libya Delegation in Tripoli, is recruiting a Water and Habitat Engineer in its office in Tripoli.

 In his/her capacity as Water and Habit Engineer based in Tripoli, (s)he will support the Water and Habitat (WatHab) department in the assessment, evaluation, elaboration and implementation of ICRC Water-and-Habitat-projects.

 Main responsibilities are:

 

Contacts and meetings

  •   Takes contacts with various interlocutors, especially Water Authorities (GMRA, GWSCO, GDCOL etc),but also others (GECOL, LRCS, community leaders, etc.) and assures follow-up independently.
  • Ÿ Organises meetings with interlocutors and assures follow-up independently.
  • ŸUpdates the lists of interlocutors and contractors regularly.
  • ŸTakes minutes of WatHab information/working meetings and shares with his/her superiors.

 

Assessment and Planning

  • In line with the Sub-Delegation’s priorities, (s)he plans and organizes visits to operational areas and project sites, if need be with overnight stays in the field.
  • Coordinates his/her field trips with other departments if necessary.
  • Reports on any occurred issues immediately to his superiors.
  • ŸInterviews authorities, local associations, NGO's and beneficiaries independently.
  • ŸAssesses the needs related to water, sanitation, hygiene and “habitat” and collects all relevant information for the implementation of WatHab interventions.
  • ŸAnalyses the collected information and presents the situation.
  • ŸElaborates projects based on analysis and in line with Wathab objectives and the Delegation’s priorities.
  • ŸSubmits written project proposals to their technical supervisor (including detailed work description,necessary drawings, BoQ, cost estimates, etc.)
  • ŸContributes to the preparation and submission of tendering and contract documents if requested.

 

 Implementation and monitoring of the program

  • Monitors and evaluates the project activities regularly.
  • Ensures that WatHab objectives are respected and in line with the Delegation’s overall objectives and SD’s operational priorities.
  • Proposes corrective steps when necessary.
  • Organises the material deliveries and assures necessary checking of the material and paperwork.
  • Participates in the evaluation of the program and makes recommendations.

 

Administrative Management

  • Ensures follow-up of the logistics supply chain (requisition orders, contracts, purchases, quality control, stock management, deliveries, etc.).
  • Ensures respect of the ICRC financial, administrative and logistical regulation rules in close coordination with Log, Admin and technical superiors.
  • ŸOrganizes and maintains the filing of all relevant project documents.

Reporting

  • Provides input to operational reports (weekly operational reporting, quarterly reports).
  • Updates and manages the WatHab Project reporting tools, with input from other Wathab Engineer if necessary.
  • Keeps his/her reporting files up-to-date and sends progress reports when requested.
  • Provides Field-Trip reports, Site inspection reports and Minutes of Meetings according to the existing format to the WatHab Engineer in charge, all in a timely manner.

Required background and experience:

  •  University degree in Water and Sanitation Engineering, with good knowledge of civil engineering (or university degree in Civil Engineering with 4 years of work experience in Water and Sanitation Engineering).
  • At least 2 years work experience in the field of water and sanitation engineering.
  • Excellent command of written and spoken English.
  • Good computer skills.
  • Good analytical skills.
  • Good knowledge of the geographically assigned environment.
  • Proficiency in use of Epanet or similar software.
  • Experience in use of AutoCAD or equivalent software is an asset.
  • Good know how and/or experience in electro-mechanical engineering is an asset.
