General Information

The organization

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.

 

PUI is starting operations in Libya with a health intervention in Benghazi to improve access to quality healthcare for individuals affected by the ongoing conflict in Benghazi and its surroundings. The Mission is currently organised with a Coordination Office in Tunis with overall authority for the mission under the Head of Mission. The Operations Office in Benghazi is overseen by a Deputy Head of Mission. Regular monitoring visits by the Coordination Office to the field office(s) in Libya will take place until Coordination can be based in Libya

Job Description

Overall purpose

The MHPSS Officer works as a primary mental health and psychosocial support caregiver within PUI’s mobile medical services, according to identified needs and activity planning. The MHPSS Officer conducts mental health and psychosocial needs assessments of identified beneficiaries within PUI’s mobile services catchment area. He/she develops individualized treatment plans, leading individual or group therapy sessions, runs preventative mental wellness activities and makes referrals. He / She implements capacity building for PUI team members concerning mental health needs identification, management and referral in accordance with national and international standards. He/she supervises PFA activities within the MHC.

Responsibilities and scope of duties

Specific Responsibilities

 

1.        FULFIL EXPECTED CLINICAL AND RELATED MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT DUTIES

·           Establish personal rapport with potential and actual patients and their relatives;

·           Assess and diagnose patients by taking history, physical examination and basic available investigations.  This includes the performing of mental status examinations;

·           Provide recommended treatment using National guidelines and protocols, PUI protocols and International protocols; adjusted to the individual needs of the patient and at lowest cost

·           Carry out psychological first aid (PFA) according to protocols, and supervise all PFA activities within the clinic;

·           Refer patients to Secondary Mental Health services according to the assessment, and ensure referral documents accompany the patients;

·            Follow up retro-information after referral of patient with the referral facilities

·            Collaborate with the SRH Officer to ensure mental health and psychological support is given to Sexual and Gender Based Violence survivors;

·            Provide mental health and psychosocial health education to patients concerning their health, treatment and prevention of diseases;

·            Document collected patient information and prescribed treatment on health cards and other records;

·            Support in various data collection;

·           Maintain and promote patient confidentiality regarding patient information and records, and ensure informed consent for appropriate cases and management plans;

·           Adhere to infection-control and health care waste management policies and protocols, medication administration and storage procedures, and controlled substance regulations;

·           Adhere to diagnostic and therapeutic standards;

·           Ensure coordination and continuity of care through verbal and written reports and coordination with Nurse, SRH Officer, and other Health team members;

·           Give technical supervision to Nurses and other health Incumbent; and ensure the follow-up of protocols;

·           Assist in the training of other health team members;

·           Keep up to date with MHPSS developments, new treatments/medications and protocols and guidelines;

·           Participate actively in meetings and trainings when required;

Perform other relevant duties as requested by supervisors 

 

1.       OTHER DUTIES

·         Reports concerns or requests from patients or their families about PUI services to the MHC Team Leader;

·         Follows safety and security rules on-base

 

In General, the Incumbent has to remain flexible and to perform any other duties as required for the good care of patients
