Constructions and Maintenance Officer - Sirte

TERMS OF REFERENCE

 

Background

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya that provides medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). At present, the IRC is conducting these activities in Misrata. 

 

On June 15, IRC Libya’s current grants are ending and expected grants from ECHO and LDS will start. With these new grants, IRC Libya will be making significant changes to its health program. We will hire and deploy Mobile Health Teams (of Libyan staff) to Misrata and Sirte (a new operational area for us), renovate damaged PHCCs in Sirte, distribute drugs to a hospital in Misrata, and provide capacity building on Health Management Information Systems (HMIS) in the Misrata hospital. The MHTs will also include protection case managers, targeting women and children. The case management will be IRC Libya’s first foray into protection programming.


Around the same time, IRC Libya is at an advanced stage in negotiations with a consortium of INGOs and with UNHCR on two partnerships to support to refugees and migrants in detention centers. IRC Libya support would include primary health care, NFI distributions, and possibly protection monitoring or some other type of protection work. There are 34 official migrant detention centers in Libya, and under these two partnerships the IRC would work in a to-be-determined number of them in western Libya (between Tripoli and Sirte). This would be IRC Libya’s first foray into migrant/refugee assistance programming in Libya. 

 

Tasks to be performed/Responsibilities:

  • Directly responsible for the planning, implementation and monitoring of assigned activities in line with project requirements and specifications.
  • Manages the processes for all construction, rehabilitation, and maintenance in the health facilities in coordination with the Health Manger and stakeholders.
  • Identify implementation challenges and opportunities and raise these to the Health Manager and the Field Coordinator.
  • Prepares engineering reports, and summarizing data and trends; entering data and generating reports and presentations; performing calculations.
  • Oversees the maintenance works including supervision of the contractors (the responsible company) working on the site, providing technical support as required to ensure technical quality and timely response.
  • Keeps supplies ready by inventorying stock; placing orders; verifying receipt.
  • Ensuring project progress is documented, integrating IRC procedures in all aspects of project.
  • Maintains and improves quality results by completing quality assurance tests; following standards; studying, evaluating, and re-designing processes; implementing changes.
  • In consultation with the Supply Chain Unit, manage daily relationship with the stakeholders, and local authorities’ engineers at the field level and the team leader in the field level.

 

Duration of consultancy

The staff will be based in Sirte with visits to Misurata and (Tripoli) and if need be for extension depending on the magnitude of the works under the department, then it shall be done officially from the supervisor.

 

Qualifications

  • A certificate of a Civil/ Architecture Engineer, or a diploma in Building and Construction.
  • Very Good English Language level both written and verbal.
  • A Diploma in Business Administration and Management, will be an added advantage.
  • At least 4 years’ experience in Administrative area and an experience in Construction works. Experiences in previous health facility’s renovation will be added advantage.
  • Strong interpersonal skills and ability to communicate clearly. 
  • Good writing and organizational skills
  • Excellent computer skills and experience working with design packages.
  • Cultural and diversity sensitivity, commitment and an understanding of the values of IRC and the principles of equal opportunities.
