OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

With an overall goal of developing High National Elections Commission (HNEC) capacity to prepare for and administer inclusive and credible balloting events, UNDP started a three year electoral assistance project implemented through the United Nations Support Mission in Libya (UNSMIL) integrated electoral support team. The project is designed in the spirit of cooperation, national interest and ownership, and is to be implemented with HNEC as the co-chair of the project board.  The project seeks to achieve four key outputs, to be implemented over a three year period: (1) Support HNEC in the planning, preparation and conduct of national and local elections and out of country voting; (2) Develop HNEC institutional and staff capacities and raise awareness on the requirements of electoral processes that are transparent, credible and promote inclusive participation; (3) Promote public participation in electoral processes, targeting vulnerable groups with activities that enable them to exercise their right to vote; and (4) Raising the electoral awareness of local partners, enabling them to perform their role effectively in the electoral process and contribute to a peaceful electoral environment.

 

In this perspective and context, HNEC is organizing, with the support of UNSMIL/UNDP electoral support team, a training workshop based on the BRIDGE Module “Electoral Training” for its training staff in HQ and from its field offices. The workshop will be carried out for two groups of approximatively 25 persons one after the other, in Tripoli. The workshops will be preceded by one week of on-site preparation for the facilitation team in HNEC.

 

GENERAL FUNCTIONS

Role objective:

With a view to build the pool of Libyan facilitators and ensure sustainability, the project is seeking to recruit two Libyan BRIDGE workshop facilitators who will be working under the supervision and guidance of UNSMIL Training Advisor and in close collaboration with HNEC Training and Procedure Section. They will be responsible for all the aspects of designing, organizing and conducting the training as well as providing supervision and mentoring to semi-accredited facilitators.

 

Expected output:

Under the supervision and guidance of UNSMIL Electoral Training and Procedures Advisor the incumbents will engage with the following tasks:

• Customizing and tailoring BRIDGE curricula for the UN/HNEC BRIDGE Module Workshop on Electoral Training;

• Assemble Facilitators and Participants Notes and Materials;

• Co-facilitate BRIDGE workshop and provide supervision to semi-accredited facilitators;

• Consolidate evaluations and prepare post-workshop feedback and report for HNEC, UNSMIL/UNDP and BRIDGE Office.

Reporting to the project manager

 

Team management:

This role doesn't require management field

 

ESSENTIAL EXPERIENCE

Education:

§   Bachelor's degree in Political Science, International Relations, Development Studies, Social Science or similar ; Master’s Degree is a plus.

 

Work experience:

§   Minimum of 5 years of demonstrable relevant Training experience.

 

Geographical experience:

§   Minimum of 5 years of experience in Africa with local experience in Tripoli is an advantage.

 

Languages:

§   Fluency in Arabic (essential) and English (desirable).

 

 

Key competencies:

Education and experience:

• Bachelor Degree in Political Science, International Relations, Development Studies, Social Science or similar ; Master’s Degree is a plus ;

• Certified BRIDGE workshop facilitator;

• Experience in facilitating BRIDGE workshops on different topics

• Other experience in training an asset

• At least five years of relevant work experience in training and/or electoral issues

• Knowledge of HNEC role, mandate and functioning is an asset.

 

Competencies:

• Excellent communication and training skills

• Good knowledge of the Libyan electoral context

• Good organizational skills and attention to detail

• Good written and verbal communication skills

 

Language: Proficiency in Arabic Language; English is an asset

 

Other relevant information:

Duration of the Work and envisaged timeline 

The duration of the assignment will be 17 working days over a period of 3 weeks (1 week preparation; twice 1 week workshop facilitation; 1 day debriefing and 1 day reporting).

 

The consultants are expected to start their assignment on 18 February 2018.

 

The foreseen calendar is as follows:

1st week (18-22 February 2018): preparation week

2nd week (25 Feb.)1st March 2018): 1st workshop

3rd week (4-8 March 2018): 2nd workshop

Debriefing: 9 March (tentative)

Reporting: 1 day home-based (within 1 week of completing assignment). 

 

Duty station/Location:The two consultants will be working in Tripoli for the preparation and conduct of the workshops; the reporting day can be home-based.
