OVERVIEW OF THE POSITION

UNDP and UNSMIL have been supporting Libyan women during the political transition since the revolution. The support at the political level focused on the election processes, constitution making, and the Libyan political dialogue. Guided by the commitments of both partners to UN Security Council Resolution 1325, on women, peace and security, on 17th March 2015, Amel (Hope) project was developed to empower and enhance the leadership of Libyan women during the political transition.  AMEL (hope) project provides strategic direction to fulfil UNSMIL’s mandate and UNDP’s global commitment to gender equality. The project has two strategic interventions: 1) provision of technical assistance and training to women in leadership positions in formal structures of the Libyan Political Agreement; and 2) provision of safe space and platforms for Libyan women activists and from civil society organization.

 

GENERAL FUNCTIONS

Role objective:

Under the overall supervision of the Project Manager and direct day-to-day work with UNSMIL’s women’s empowerment section, the Project Officer shall be responsible to coordinate the daily activities related to the implementation of the project with partner organizations.

 

Expected output:

Summary of key deliverables:

1. Logistic support

• Collect passport details of participants for ticket bookings,

• Work closely with the travel agency to ensure timely travel booking of participants;

• In charge of conference booking, room booking and all the necessary logistical set up needed to implement activities;

• Prepare list of participants of each event including contact details;

• Ensure pick up from and drop to airports,

• Communicate with participants on tickets issuing;

• Prepare a clear logistic note for participants;

• Be present at airport and/or hotels to receive the participants;

• Present and explain  logistic issues to participants during the events;

• Handle all logistic concerns of participants;

• Timely requests for flight booking.

• Prepare database of all events including profile of participants;

• Work with the Project Manager to ensure all educational materials and stationary are prepared on time;

• Be present during the whole time of the event to manage any logistic issues;

• Prepare DSA for participants’ and disburse in accurate manner.

 

2. Communication with  partners

• Draft invitation letters and schedule of activities/ events;

• Share schedule/agenda with partners before the event;

• Ensure all relevant  event materials  are prepared and ready for participants;

• Obtain prior approval/ waiver from participants for media coverage.

• Prepare participants’ list and ensure attendance of participants’ is registered during the events.

 

3. Filing system

• Develop a filing system and file all documents related to the project activities;

• Develop filing for official corresponded with partners from higher authorities;

• File all educational materials of the events including different documentation,

• Prepare soft copy of the filing system;

• File all photos of events;

• File all essential decisions related to women from authorities and others.

 

4. Reporting and follow up

• Prepare monthly reports of the project activities

• Prepare presentation in power points for the section team;

• Support the Project Manager in preparing the donors’ reports;

• Prepare summary reports for all meetings;

• Follow up with partners on key emerging issues as required by the women’s empowerment section.

 

5. Coordination:

• Coordinate invitations to donors’ for consultation on strategic issues pertaining Amel project – draft the agenda and send the invitation;

• Take minutes of meetings with various stakeholders as related to the project and requested by the head of the Women’s Empowerment Section;

• Use different means of communication to coordinate and communicate to partners;

• Coordinate project actions with UNSMIL and UNDP team.

Reporting to the project manager

 

Team management:

This role doesn't require management field

 

ESSENTIAL EXPERIENCE

Education:

§   Bachelor's degree in business administration or  other relevant Social Sciences Studies.

 

Work experience:

§   Minimum of 2 years of demonstrable relevant Administration experience.

 

Geographical experience:

§   Minimum of 2 years of experience in Africa with local experience in Tripoli is an advantage.

 

Languages:

§  Fluency in English and Arabic are essential.

 

 

Key competencies:

EDUCATION:

 

- Bachelor  Degree preferably in business administration or  other relevant Social Sciences Studies

 

EXPERIENCE:

 

 At least 2 years’ experience logistic, and administration management

 Prior experience with UNDP/UN agencies or other international organizations will be an asset.

 Knowledge of women’s organizations and CSOs work is desirable.

 Extensive knowledge and experience with the various computer software including MS Word, Excel, Power Point, MS Project.

 Good experience in report writing in English and Arabic, and filing systems.

 Strong team player

 Basic understanding of budget and simple knowledge of accounting is desirable.

 Fluency in the English  and Arabic language is a must

 

Other relevant information:

 

DUTY STATION:

 

The Consultant will be based in Tripoli, Libya, with the possibility to travel to Tunis, Tunisia for short missions (based on approval by supervisor); or based in Tripoli, Libya, while spending at least four days / week in different locations in Libya.

 

 

PAYMENT MODALITIES:

 

Payment to the consultant will be made upon satisfactory completion of the above-mentioned deliverables.
