Job description

Overview of position The United Nations office project services for the provision of technical expert to provide assistance to the Libyan national authority for the final clean-up of the former chemical storage site in Ruwagha, Libya
Role objectives To ensure the implementation of the Chemical Weapons Convention (CWC) at national level, States Parties are obliged to establish a National Authority which also acts as the focal point in the State Party's interaction with other States Parties and the Technical Secretariat of the OPCW. 
The technical expert will work as an independent adviser for the Libyan National Authority (LNA) for the CWC, both in The Hague, The Netherlands, and, as necessary, Tripoli and other locations in Libya. The expert is required to assist the LNA on technical matters to ensure better implementation of the plans for the destruction of the remaining chemical weapons (CW) in Libya. Activities performed by the technical expert will be subject to periodic reporting by the LNA to UNOPS and to the Technical Secretariat of the OPCW; payment of fees is conditional on receipt of evidence that services have been delivered in accordance with the contract concluded.
Expected output The technical expert will perform the following duties: 
• Assist the LNA in the implementation of the Project for clean-up of the former chemical weapons storage site at Ruwagha, Libya by providing technical advice and policy support; 
• On behalf of the LNA liaise with the Technical Secretariat of the OPCW, other partners and suppliers involved in the clean-up project in Libya; 
• Provide on-site support to the LNA during the preparatory stage for the procurement, contracting, and requirements for clean-up operations; 
• In consultation with the LNA, identify and propose areas of improvement in the area of responsibility; 
• Respond to a variety of information requests internally and externally; prepare related correspondence; 
• Provide support for the drafting by the LNA of reporting requirements to the OPCW; 
• Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to the OPCW; 
• Review design, technological documentation as well as technical specifications of specialised equipment and advise the LNA on purchase, as required; 
• Provide advice to the LNA on analytical issues in relation to the CW destruction, chemical safety, waste processing; 
• Provide practical hands-on guidance and training to the staff of the LNA and facility operators; 
• Perform other related duties as required.
Project reporting Reporting to the project manager
Key competencies Competencies: 
• Extensive knowledge in the areas of CW destruction technologies; CW toxic area operations; chemical safety and workers protection; verification methodologies; negotiation of bilateral agreements; 
• In-depth knowledge of technical and CW-related policy matters; 
• Wide knowledge of existing verification practices under the CWC; 
• Technical expertise in the area of CW and previous experience with the CW destruction programme in Libya; 
• Fully proficient computer skills and use of relevant software and other applications 
Skills: 
• Knowledge or experience in working on issues of chemical demilitarisation, policy implementation, preferably in Libya; 
• Strong analytical and evaluation skills; 
• Able to remain focused; ability to prioritise and manage assignments; 
• Demonstrated experience in working with international organisations; 
• Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds; 
• Excellent communication skills, reporting with ability to express ideas clearly, concisely and effectively, both orally and in writing; 
• Experience in project management. 

Qualifications: 
• Education: 
o Advanced university degree (Master’s degree or equivalent in chemistry or chemical engineering with 5 years of practical experience) 
o Prince2 or similar project management certification (desired but not required) 
• Required minimum years of specific work experience: 
o At least 5 years relevant experience in chemical demilitarisation, preferably at international level 
o At least 4 years of experience directly related to the Libyan CW destruction programme
