Background

 

In June 2011, to promote the transition occurring in Libya, the USG made immediate support to the people of Libya a priority. USAID/OTI has been asked to contribute toward the stabilization efforts and immediately implement high impact programming to bolster civil society and support political transition objectives.

 

The goal of the USAID/OTI program in Libya is to support Libya-led to support a credible and stable political transition in Libya. Specifically, the Libya Transition Initiative (LTI) aims to initially focus on providing targeted transition assistance in the following key three areas:

 

(1) Support inclusive implementation of key political processes;

(2) Promote the development of effective, legitimate governance institutions; and

(3) Strengthen local initiatives to mitigate conflict that destabilizes the transition.

 

Purpose

 

Working under the broad supervision of the USAID/OTI country representative and LTI chief of party (COP), the database manager is responsible for maintaining the OTI grant database and ensuring proper data entry submissions. S/he will work with the program staff to ensure that the database is properly functioning and making updates as needed. S/he will create customized reports and charts as requested and disseminate all information relating to project goals and grants. This is a long-term position that reports to Information and Reporting Manager. 

 

 Specific Duties and Responsibilities

 

·         Manages the OTI grant database to include maintenance, supervision of data entry, hardware and program upgrades, and database submissions to OTI/Washington.

·         Ensure that staff are utilizing Anywhere rooms and updating files accordingly. May be tasked to update Anywhere rooms.

·         Work with project team members to ensure that computer and other information system hardware needs are met.

·         When required, build the capacity of partner organizations in the area of IT and information security.

·         Recommend, design and implement anti-virus and information security strategies as needed, and assist staff as needed in use of anti-virus software and protocols for computers. Monitor network traffic and recommend necessary upgrades and/or system improvements to ensure both functionality and information security for the offices.

·         Monitor the server performance and trouble shoot any related problems

·         Manage user permissions, software installation, CD-Rom, Zip drive and other IT resources usage, and recommend upgrades when required. Other IT support might include: setting up new employees on the network, setting up Microsoft outlook accounts to new employees, install/uninstall software, etc.

·         Perform and maintain basic network functions, including backups, file restoration, etc.

·         Troubleshoot of personal computers and printers and other IT-related problems and arrange for external support if needed.

·         Provide guidance to staff and/or grantees in developing specifications for IT-related supplies or equipment that will be procured through activities.

  • Any other tasks as assigned by supervisor.

 

Qualifications

 

  • Education: At least five years’ experience in IT systems management required.

·         Prior Work Experience: At least three years of demonstrated experience with IT systems and computer applications relevant to program requirements. This may include IT systems management, database applications or others.

  • Language Proficiency: fluency in written and spoken English and high capacity in written and spoken Arabic required. Candidates that speak/write English equivalent to competence level 2/2, (Foreign Services Institute (FSI) are required for this position. 
  • Knowledge: Knowledge of Libyan social and political structures at the national, regional and local levels is highly desirable. Demonstrated analytical ability and understanding of the political context in Libya. Demonstrated knowledge of local IT service providers and IT infrastructure requirements in Libya.
  • Skills and Abilities: A good working knowledge of Microsoft Office (Word, Excel, PowerPoint and Access) is required. Other software skills such as GIS, SPSS, etc. highly desirable.
  • Good interpersonal and communications skills are required, as is the ability to organize the workload. Candidates should expect to work with Libyans and internationals from all backgrounds to implement program objectives and should have a positive attitude toward supporting transitional political processes in which all Libyans are welcome to participate.

·         Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the LTI program.

 

·         Employee may be required to travel within Libya.
