Sabha Bookkeeper and Administrative Assistant

The Libya Transition Initiative (LTI) project is funded by the United States Agency for International Development (USAID), through a contract with Chemonics International.  The project supports the transition from the Qadhafi regime to a free and democratic Libya by supporting civil society, strengthening local and independent media outlets, and augmenting interim government authorities. The Sabha Bookkeeper and Administrative Assistant is a permanent staff member on the LTI field office team and reports directly to the Sabha Senior Program Development Officer. This position is based in Sabha.

 

Specific Duties and Responsibilities:

 

·         Work with the Procurement Specialist to ensure that internal policies are followed as it relates to procurement process.

·         Ensure that the Sabha expenditures are submitted to Finance Manager in timely manner to ensure timely recording in the financial system

·         Perform a detailed budget vs. actual analysis for each activity

·         Work Closely with the Operations Manager/Finance Manager on financial projections

·         Responsible for maintain proper financial data and financial files.

·         Assist the Finance Manager in the monthly closing.

·         Other tasks as assigned by Finance Manager / Operations Manager.

·         Oversees the day-to-day administration of the LTI offices to ensure operations, logistics, and administrative issues are smoothly run and with attention to detail and timeliness

·         Responsible for all operational/administrative procurement including monthly ordering of office and other supplies as needed

·         Responsible for personnel file management, including maintaining the office vacation/leave tracker.

·         Responsible for fully understanding LTI’s personnel policies and providing training and orientation to new staff on these policies.

·         The Administrative Assistant with close supervision of the Operations Manager is also responsible for ensuring staff adheres to personnel and other administrative policies.

·         Assist the Sabha Senior Program Development Officer with all recruitment needs, including helping to develop and refine job descriptions and scopes of work, posting vacancy announcements on Libyan Investment and other external advertising sites, screening candidate CVs and scheduling interviews.

·         Review and verify all information on prospective candidates’ biodatas and liaise with the LTI project management unit in Washington, D.C. to finalize all recruitment.

·         Responsible the office petty cash fund and ensure all expenses are fully documented and reconciled on a regular basis in coordination with the Finance Manager.

·         Make travel and lodging arrangements for LTI staff, including incoming Home Office visitors. Administer travel advances in accordance with the LTI policy.

·         Other duties as assigned.

 

Requirements and Qualifications

 

·         A minimum of one to three years in a similar role (e.g. Bookkeeper, HR coordinator, or admin assistant.)

·         University degree required

·         Knowledge of Libyan registration, labor, and other relevant laws and regulations is preferred

·         Demonstrated working knowledge of accounting systems and software applications, to include: Quickbooks, MS Word, MS Excel and other basic computer applications.

·         Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently. An ability to multitask and work under pressure is desired.

·         Ability to work in a professional and cordial manner with colleagues, visitors and the general public.

·         Fluent Arabic is required, English proficiency is acceptable although English fluency is strongly preferred.

·         Libyan Nationality and based in Sabha.
